To start from beginning of next page, use this:

\newpage

First define the "newsection" command:

\newcommand{\newsection}[1]{\pagenumbering{arabic}\renewcommand{\thepage}{#1--\arabic{page}}}

Then, to start new section with fresh new numbers from 1:

\newsection{B}
\newsection{J}
